Workers' Compensation — Texas Is the Exception: Texas is the only state where workers' compensation is not mandatory for most private employers. However, non-subscribers lose critical legal defenses and injured workers can sue directly for full damages including pain and suffering. Most middle-market Texas businesses carry workers' comp because contracts, clients, and government work require it.
Commercial Fleet and Motor Carrier Requirements: Texas operates a tiered coverage system: standard business vehicles require 30/60/25 minimums; TxDMV-registered motor carriers require $500,000 CSL; interstate operators require $750,000 to $5 million CSL depending on cargo type; hazardous materials carriers require up to $5 million CSL.
⚠ Mexico Border Exposure: Texas commercial auto policies provide zero coverage once a vehicle crosses into Mexico. Carriers operating through El Paso, Laredo, McAllen, or Brownsville must purchase a separate Mexican liability policy. Crawford-Hill can coordinate this coverage as part of a Texas fleet program.
Contractor Insurance Requirements: Licensed plumbers must carry at least $300,000 in general liability under Texas Occupations Code. Contractors on government projects must carry workers' compensation regardless of the general non-subscriber rule.
